Replace the original OUTBREAK.EXE executable with the one from the Executable Archive.
Play the Game!

No-CD Instructions:
Install the game - Full Installation.
Extract the OUTBREAK_NOCD.EXE Patch from the Patch Archive to the game directory.
Execute the Patch to remove the CD-Check from: OUTBREAK.EXE
Play the Game without the CD in Single-Player mode!
